Is my friend a brat?

My friend happens to be 22, im 24. This kid, everytime i hang out with him, asks me to buy him this and buy him that. Then he thinks hes cool because hes in college still and gettin a Bachelors Degree, where i have an ociates. He still lives with his parents, and well at least i have my own apt. and pay my own bills. I do have somewhat more money than him, so im sure hes just using me. He drives around like a maniac. Hes really sensitive. One word i tell him and he starts getting tear eyed. This friend is actually one of my other friends friend. My other friend always tries to back him up, its stupid. Actually i really dont care if im friends with the dude, hes a frickin baby. What could i do? What should i do? I try to talk to him, but nothing comes out of his brain. Btw, he seems like hes kinda mental retareded. I dont mean the everday handicap person you would see, the guy looks normal, but then acts strange. He adds my friends on myspace, etc. Its annoyin.
