Why do cons tout "personal responsibility," yet still not have a problem with how much Americans waste?

And, indeed, mock environmentalists and people who believe we need to be more conscious of and personally responsible for our messes? Where is their personal responsibility mantra when it comes to wasting less food, water, gas, and energy, or putting in a little extra effort to recycle?
