Is this guy hitting on me?

Hmm....I do not know a lot about relationships, but if he's touching you, like a lot, then maybe he's flirting....or he could be like a pervert because perverted guys touch a lot too. Because as far as I know my dad doesn't touch me all that very much and doesn't say stuff like "Hello beautiful" or whatever. Just my opinion.
